He was born in Germany in 1974, spent his youth and education years in the triangle of Ürgüp, İzmir, Ankara and completed his military service at GATA.
He worked as an employee and employer in various branches of the tourism sector in Cappadocia.
He pioneered the establishment of one of the first private radios in the Ürgüp district.
In 2004, he left the company he was a founding partner of and was appointed as a Public Personnel.
In his first years of duty;
· Implementation of Quality Management Systems and Documentation Criteria,
· Creation of an electronic infrastructure so that all work and transactions can be managed and monitored from a single center
· Establishment of the first project office in the region to conduct integrated studies with national and international civil society organizations and to benefit from project resources.
· Increasing the functionality of Museum and Tourism information by bringing the arrangement of the green area (Tea garden) that was idle in the district center to the agenda.
· By arranging parking lots on main arteries and side roads, these areas were allocated to district sports clubs, thus providing income and employment for amateur clubs and controlling district traffic.
· Preparation of the ‘’City Profile’’ where statistical data was collected for the first time in the history of the district and the ‘’City Development Plan’’ in light of these data (These two publications were used as a source book containing Cappadocia inventory information in various studies and university theses throughout the country.)
· The first ‘’World Health Organization’’ SKB meeting was held in the Cappadocia region with the participation of approximately 250 national and international high-level public institution representatives and mayors.
· Contributing to the preparation of the World Health Organization (WHO), Turkish Healthy Cities Association (SKB) Strategic Plan and personally signing this international project on behalf of the district.
Ömer KIVANÇ, who was appointed as the Ürgüp District Governorship Project Development Press Publishing and Public Relations Unit Coordinator on 11.11.2011, also stated here;
· With the ''Coffee Excuse'' Project, to ensure that our people, who spend most of their time unproductively and unshared, are integrated into society through skills and training courses and to ensure that they take a productive place in society.
· With the ''A to Z Women to Women'' Project, to ensure that our women, who cannot share their problems and thoughts with relevant institutions and organizations due to social pressure, can communicate their problems directly to the relevant people by contacting the expert representatives of the relevant institutions,
· With the ''Future Comes with the Youth'' Project, to provide socio-cultural information opportunities as well as education and employment opportunities within the framework of various certificate programs for the youth of our district.
· With the "Cappadocia Chefs" project, the richness of Cappadocia dishes will be recorded, local cuisine and products will be brought together to form the infrastructure of gastronomy tourism, and certified job opportunities will be provided to unemployed and disadvantaged youth thanks to the training kitchen established in this direction.
· With the "Villages Drink Water from the Sun" Project, the water distribution expenses of village settlements will be covered by solar energy systems.
· With the "Digital Cappadocia" Project, the values and promotion of Cappadocia Tourism will be transferred to digital access points, and the infrastructure of Digital Tourism will be created, virtual tour programs and quality control infrastructure will be created, (Within the scope of this project, the first mobile phone (APK) application of Ürgüp district was made and put into practice in 2015.)
· With the "Gomeda Valley is Calling" Project, the valley and its surroundings, which are idle within the district borders, will be rehabilitated, the historical and touristic values it contains will be preserved, a new tour route will be provided to the Cappadocia Region, and the effectiveness of the Kaymaklı-Derinkuyu line will be increased.
· He was awarded the 2010 (WHO/SKB) Success and Service Award, which was presented to him personally by the then Mayor of Bursa Metropolitan Municipality.
· He was awarded for his contributions to the planning and implementation of the Başdere Town International Youth Festival in 2010-2011.
· He was awarded for his contributions to the realization of the National Taekwondo Tournament held in Ürgüp.
· His project titled "The Future Will Come with the Youth" was selected as a "model project for social development" throughout Turkey and was awarded an honorable mention.
· Almost all of the District Governors that Ömer Kıvanç worked with during his time in public and civil society organizations were appointed as District Governors in various provinces of our country.
Ömer KIVANÇ, who paved the way for a large amount of resources to enter the region for the development of tourism infrastructure together with the unemployed, needy, and socially disadvantaged groups with the Social Projects he carried out and the grants provided for these works, is a professional photographer known for his interest in THM and TSM, a medium-level short-song baglama artist, who studied at the university and the Department of Political Science Public Administration after high school graduation, and who has over 20 international education certificates. Ömer KIVANÇ, who is married and has two children, retired from the public sector in 2023 and continues his business life as a civilian; in addition to his volunteer work in civil society organizations, he also actively continues his volunteer work.
